The purpose of the Medicaid Waiver for Older Adults is to enable individuals who are age 50 or over and require long-term care services to remain in a community setting even though their advanced age or disability would warrant placement in a long term care facility. The Waiver allows services that are typically covered by Medicaid on in a nursing facility to be provided to eligible persons in their own homes or in assisted living facilities.
All Waiver providers must be approved Medicaid providers and appropriately certified. The following services may be covered under the Medicaid Waiver for Older Adults:
- Personal care
- Respite care
- Home-delivered meals
- Assisted living services
- Senior Center Plus
- Family or consumer training
- Personal emergency response systems
- Dietician/Nutritionist services
- Extended home health care
- Assistive devices
- Environmental modifications & assessments
- Behavior consultation services
- Case management (administrative service through Area Agencies on Aging)
Other services available under Medicaid include:
- Medicaid acute, primary & preventive services
- Medicaid prescription drug benefits
- Medical day care
- Home health care
- Durable medical equipment
- Disposable medical supplies
The Medicaid Waiver for Older Adults, which is administered by the Maryland Department of Aging and a network of 19 Area Agencies on Aging, may provide services to low-income adults living at home or in licensed assisted living facilities, and are: at least 50 years old, having a monthly income of no more than 300% of SSI, have assets that are no more than $2,000 to $2,500, depending on eligibility category, and qualify for nursing facility level of care. In order to access waiver services, nursing home residents must complete a waiver application and meet all other medical, technical and financial requirements. These applicants may be enrolled even if the waiver enrollment cap has been reached and the waiver has been closed to the general public. For more information, contact the Medicaid Waiver Coordinator.
Medicaid's Home and Community Based Services are limited by enrollment caps and budget allocations. The Older Adults Waiver has suspended accepting new waiver applications.
