A child's early years are critical to later success in school – and in life.  It’s HRDC's mission and great pleasure to help young children get the strong start they deserve. 

Our programs provide a wide range of services for infants through school-age.  We meet the highest professional standards in safe and comfortable facilities in both Frostburg and Mount Savage.  Our approach has been proven to be successful by independent research.

For each age group, a carefully planned curriculum outlines what children will learn, along with the strategies used to achieve those goals.  Our programs' environments are designed to promote successful learning as well as safety, comfort and stimulation.  Schedules are organized to allow activities that are both structured and independent, including rest time.  Both individual and group learning are emphasized.  We also work closely with the parents as partners in their children's education.

The curriculum includes daily multiple enrichment activities designed to be both fun and to reinforce the curriculum.  All activities are "developmentally appropriate," meaning the curriculum and classroom activities are base on two factors:

1. Knowledge of how children grow and what they can do at each stage, and
2. The individual needs, strengths and interests of each child.
